I don’t know if there’s some additional flag that TurboTax sends to the IRS with your submission, besides the AGI number itself. If TurboTax assumes entering ‘0’ for AGI means you didn’t file a return last year, that may be the problem until you correct it.

The error is coming from an IRS database and there are no IRS agents that can correct that issue. You can try using a 0 (zero) for the AGI and re-file. If that also fails then you will have to print and mail your tax return.
